Special Use Permit Requests

Notice is hereby given pursuant to Section 15.2-2204 and 15.2-2232 of the Code of Virginia, as amended, that the Page County Board of Supervisors shall hold a public hearing at 7:00 p.m. on December 4, 2018, located at the Luray High School, 243 Bulldog Drive, Luray, VA to receive public comments and to consider the following requests:

(A) The Cape Solar, LLC application for a special use permit to construct a 100 megawatt solar electricity generating facility located on the east side of U.S. Route 340N near the intersection with Hinton Road, Luray, VA, with proposed site entrances being located off of Hinton Road and U.S. Hwy 340N, Luray, VA. The parcels included in this application are identified by tax map numbers 32-A-43, 32-A-48, 42-A-14B, 32-A-55, 32-A-56, 32-A-56A, 32-A-56B, and 32-A-56C. These parcels are zoned as Agriculture (A-1). Additional parcels included in this application are identified by tax map numbers 32-4-1 and 32-4-1A. These parcels are zoned  as Residential (R). The combined acreage of the project is approximately 559 acres. The land is currently being used for agriculture purposes. Pursuant to § 125-10.D.(6) and § 125-11.D.(2) of the Page County Zoning Ordinance, electric facilities operating above 40 kilovolts require a special use permit.

(B) The Dogwood Solar, LLC application for a special use permit to construct a 20 megawatt solar electricity generating facility located on Dam Acres Road, Stanley, VA.  The parcels included in the application are identified by tax map numbers 78-A-73 and 78-A-59. These parcels are split zoned as Agriculture (A-1) and Commercial (C-1). Additional parcels included in this application are identified by tax map numbers 78-A-60, 78-A-62, and 78-A-56. These parcels are zoned as Agriculture (A-1). The combined acreage of the project is approximately 340 acres. The land is currently being used for agriculture purposes. Pursuant to § 125.10.D.(6) of the Page County Zoning Ordinance, electric facilities operating above 40 kilovolts require a special use permit.

(C) Whether or not the two applications (Dogwood and Cape) are in substantial accord with the Page County Comprehensive Plan pursuant to § 15.2-2232, et als., of the Code of Virginia, as amended.

Copies of the request and related documents to include site maps and the Zoning Ordinance, may be viewed in the Planning & Community Development Office, 103 South Court Street, Suite B, Luray, VA, 8 a.m. to 4 p.m., Monday through Friday. Note: Hearing impaired individuals who need an interpreter must notify the office at least seven (7) days prior to the hearing.
